Community Policing

The Community Services Section of the Panama City Police Department is dedicated to creating strong, lasting connections between law enforcement and the community, striving to enhance safety, trust, and collaboration. Through its focus on Community Policing, Special Events, and School Resource Officers, this section goes beyond traditional law enforcement methods, emphasizing proactive engagement and relationship-building to address the needs and concerns of the public.

At the heart of the Community Services Section is Community Policing, which places officers directly in neighborhoods to build genuine connections with residents and businesses. These officers work alongside the community to identify and solve local issues, improve quality of life, and reduce crime. By fostering open communication and familiarity, Community Policing officers become trusted allies and resources, making law enforcement approachable and responsive to the unique dynamics of each neighborhood.

The Special Events team within the Community Services Section is essential in ensuring public safety during city events such as festivals, parades, and community gatherings. They coordinate and provide security, allowing residents to enjoy these occasions in a safe and welcoming environment. Their visible presence at these events not only ensures order but also gives officers the chance to connect with the public in a positive, non-emergency setting, strengthening trust and creating a sense of unity within Panama City.

School Resource Officers (SROs) are another cornerstone of the Community Services Section, dedicated to ensuring the safety and well-being of students in local schools. Beyond their protective role, SROs act as mentors and educators, guiding students on safety practices, conflict resolution, and responsible citizenship. By building relationships with students, parents, and school staff, SROs foster a positive school environment and become trusted figures whom students can turn to for support and guidance. This role is essential to creating a safe and nurturing atmosphere in schools, contributing to a healthy learning environment while helping young people develop a respectful view of law enforcement.

Meet The Captain

Captain Billy Carstarphen began his distinguished career with the Panama City Police Department on December 10, 2002. Early on, he became a certified School Resource Officer, dedicating himself to the safety and mentorship of students across multiple schools. Through these early experiences, Capt. Carstarphen built lasting relationships within the educational community that he continues to maintain.

In 2007, he joined the PCPD SWAT Team, where he remains an active and committed member to this day. Beyond his SWAT responsibilities, Capt. Carstarphen serves as a Public Safety Cadet Advisor, supporting the development of future law enforcement professionals, and is a valued member of the Honor Guard, representing the department with pride and dedication. His commitment to the community extends beyond his official duties, as he regularly volunteers in various capacities to support local initiatives.

In May 2023, Capt. Carstarphen was promoted to his current rank after serving as Lieutenant in the Community Policing Unit, where he played a pivotal role in strengthening relationships between the police department and the community.

Capt. Carstarphen's exemplary service has been widely recognized. In 2021, he was inducted into the Gulf Coast State College Public Safety Hall of Fame, an honor that celebrates his contributions to public safety. In 2022, the Bay County Chamber of Commerce awarded him Officer of the Year, a testament to his commitment, leadership, and impact on the community.
